The
Goods and Services Tax (GST) is seen as the most
ambitious indirect tax reform initiative in India,
expected to provide a significant boost to investment
and growth of the economy. GST will have a significant
impact on almost all aspects of businesses operating
in the country.
The
Finance Minister, in his Budget Speech, reaffirmed
the Government’s intent to implement GST
from April 2011. Since then, the focus has been
on shaping the GST design and structure that is
acceptable to both the Centre and States and can
be implemented at the earliest opportunity.
The
meeting of the Union and State Finance Ministers
on 21st July was an important milestone in the
road to GST. Mr. Pranab Mukherjee’s speech
provided greater certainty to the aspects of compensation
to States, common threshold, current exemptions
from central excise duty and administrative infrastructure.
The most significant announcement was about the
GST triple rate structure of standard rate of
20% for goods, 16% for services, and a special
lower rate of 12% for essential commodities.
As
the Government prepares to introduce the Draft
Constitutional Amendment Bill in the Parliament,
issues are being raised by some States about their
fiscal autonomy.
In
this backdrop, the Amcham Webcast seeks to provide
a broader understanding on the recent developments
with regard to GST and its implications for the
companies operating in India.
Mr.
Satya Poddar, Partner, Ernst & Young, has
kindly agreed to make the presentation on the
subject. Mr Poddar is well recognized for his
contribution to the tax policy developments. Prior
to joining Ernst & Young in 1987, he was Director
of the Tax Analysis and Commodity Tax Division
in the Canadian Ministry of Finance. In that position,
he played a lead role in the design of the Goods
and Services Tax (GST) and ongoing review and
reform of the personal and corporate income tax
system.
